The Executive Yuan was advised to select new candidates to fill the four vacancies on the National Communications Commission (NCC) because the current nominees were “highly unqualified,” the Democratic Progressive Party (DPP) legislative caucus said yesterday.
The Executive Yuan nominated former NCC vice chairman Howard Shyr (石世豪), a professor at National Dong Hwa University, as NCC chairperson and Yu Hsiao-cheng (虞孝成), a professor at National Chiao Tung University, as vice chairperson.
The director of the Institute of Law for Science and Technology at National Tsing Hua University, Peng Shin-yi (彭心儀), and the director and general manager of the Integral Investment Holdings Group, Chen Yuan-ling (陳元玲), were also nominated to be members of the commission.
However, the integrity of the four candidates and their ability to head the important commission are questionable, DPP whip Pan Men-an (潘孟安) said at a press conference.
“The DPP caucus demands that the Executive Yuan renominate candidates in the review meeting scheduled on Monday and Premier Sean Chen explain why the Cabinet nominated these highly unqualified individuals,” Pan said.
Shyr had illegally authorized the publication of a book which contained meeting minutes, comments and documents during his term as the commission vice chairperson, Pan said, adding that the practice was “an infringement of government property.”
Chen Yuan-ling, who only provided a one-page resume at a May 17 review meeting, is not an appropriate nominee because the last time she worked in a related field was 10 years ago when she served as general manager of the Discovery Channel’s Taiwan office, added DPP legislator Tsai Chih-chang (蔡其昌).
“Not only are the backgrounds and resumes of these nominees ridiculous, but the person who recommended and endorsed them should be held accountable,” DPP Legislator Lee Ying-yuan (李應元) said.
